Proposition 1 would ban electric companies from charging customers for "inprogress" power plant construction work. The county ballot also will offer yes or no votes on whether Judges Joseph Stewart and Albert Rendlen of the St. Louis District of the Missouri Court of Appeals shall be retained in office.

Voters in St. Francois County will decide whether to establish an ambulance district within its boundaries. In a second issue, a decision on starting county planning will be reached. County voters also will select five trustees of the County Health Center. Only five names are on the ballot, Phil Pardon, Glenwood Doughty, Mary Karsch, J.F.

Dopp and Peggy Long. Voters in Farmington will have three extra decisions to make, one regarding how to name the city marshal (police chief) and the others on land annexations. The city either will keep an elective police chief or make the office appointive of the Board of Aldermen. The questions of annexing two tracts of land totaling nearly 42 acres east of the city will face Farmington voters. The Central R-III School District, which includes Flat River, Elvins, Esther and other areas, has asked voters to approve $1.5 million in bonds which would be used to replace and renovate antiquated facilities.

Two-thirds voter approval is needed. Only one voting location in the county has changed since the primary election, according to Hulsey. That is in the Knob Lick Monday, November 1, 1976 expected precinct, where ballots will be cast at the Flea Market across from the grocery store, instead of in the school. Council meets tonight The Flat River City Council is due to make a decision Tuesday on a controversial proposed law on alcoholic beverages. Third or final reading of the ordinance is on the agenda of the 7 p.m. council meeting in the Flat River Municipal Court.

City Hall will be used for a polling place Tuesday. The pending ordinance would remove population restrictions from beer taverns and package-liquor stores. Now the limit is one of either per 1,250 population. The council also is scheduled to consider an application for a federal public works grant of $440,000 that would pay for conversion of upper stories in the old National Hotel into 15 apartments for senior citizens. Two home burglaries investigated Two recent burglaries of weekend homes are under investigation by the sheriff's department, reports made public this morning indicated. Mrs. Charles Peterson of St. Louis reported Saturday that her mobile home on the Loughboro Road was broken into during the past week and loot valued at more than $1,000 was taken. Mrs.

Peterson told Deputy Sheriff Vernon Nelson that among the items taken from the trailer were two metal end tables with glass tops, a metal coffee table, three pairs of boots, a floor fan and two marble chess sets with their boards. The trailer was entered by breaking a window, the burglary report indicated. Ron Savely of Bridgeton reported Sunday that his weekend home in Big River Hills, northeast of Bonne Terre, was broken into sometime during the past two weeks. A glass was broken in the front door of the residence to gain entrance, Nelson reported. Taken from the Savely home were a 12- inch Wizard television, a Marlin semiautomatic rifle and a pair of pliers.

Edward L. Wann of Farmington reported early Sunday morning that his car had been broken into while it was parked at the Chateau DeVille after 10 p.m. Saturday.
